Historical evidence
The first permanent colony on Bespin is dated to 1989 BBY in Legends chronologies. The event significantly precedes the Cloud City audiences know from The Empire Strikes Back. Its later production and shipment of tibanna gas should not be read as proof of a fully developed contemporary refinery in the earliest settlement.
Social implications
Life in a gas giant's atmosphere makes built environments and transport systems central to habitation. The colony required unusual shelter and access to supplies; its future commercial importance developed through later technology and investment. A famous later skyline is setting context, not a founding document.
