A privately administered mining settlement
Cloud City was a floating facility in Bespin's habitable atmospheric band, built around the extraction and trade of valuable gases. Lando Calrissian served as its administrator and hoped to preserve its relative independence from direct Imperial intervention.
Friendship meets political coercion
Lando welcomed Han and his companions, but Darth Vader had already arrived. The Imperial commander threatened the city's future unless Lando cooperated. The bargain relied on Lando's responsibility to the inhabitants as well as the Empire's superior capacity for violence.
The bargain changes as Vader demands more
Lando discovered that Vader would alter the terms whenever convenient. Han was tortured, Leia and Chewbacca faced detention, and Cloud City's autonomy was no longer assured. Lando began to reconsider his compliance.
Anthropological assessment
Bespin illustrates the vulnerability of private economic autonomy under dictatorship. A local leader's agreement can be coerced by threats against the broader population, creating moral dilemmas that cannot be explained only through personal loyalty.

Was Lando freely choosing to betray his guests for no political reason?
No. Vader coerced him through threats against Cloud City's people and independence.

Administration under coercion
Han's old acquaintance Lando Calrissian administers Cloud City, a gas-mining settlement above Bespin. When the Falcon arrives, Lando's welcome is shaped by an undisclosed Imperial presence. Darth Vader has already applied pressure, threatening both the visitors and Lando's obligations to the people and operations under his care.
Cloud City gives the story a civilian political setting beyond the battlefield. Its administrator must weigh the safety of workers and residents against the demands of an occupying military power. Lando's choices are not evidence that every resident supported his arrangement or that his subsequent help erases the earlier betrayal. The distinction between formal administrative authority and freedom to act is central to the episode.

Bespin hospitality under coercion
Cloud City was not an ordinary Rebel military installation. It was a commercially important Tibanna-gas operation, governed by Lando Calrissian with a measure of freedom from direct Imperial administration. Lucasfilm's Cloud City and Lando Databank entries document this economic and political setting. The arrival of Imperial officers threatened the city's autonomy as much as it endangered Lando's visitors.
Lando's welcome to Han and Leia concealed an agreement he had made under pressure from Darth Vader. The coercion matters because it does not excuse every decision, but it changes what choices were realistically available to an administrator responsible for residents and workers. The Empire's subsequent violation of its terms made apparent that a deal offered by an occupying power could not reliably protect either the visitors or the city. This is the context for Lando's later reversal.
Research judgment: Was Cloud City already an openly declared Rebel fortress when Han arrived?
Explanation: No. It was a mining city whose administrator was pressured into assisting Vader.
