After Kaan's Brotherhood was destroyed, Darth Bane established a secret Sith order organized around only two Sith Lords: a master and an apprentice. He took the young Rain as his apprentice under the name Darth Zannah. This represented a deliberate rejection of the large, openly competing Sith councils that had suffered repeated internal defeats.

A different response to Sith infighting

Where Kaan had sought to accommodate rival Sith leaders through a Brotherhood, Bane concluded that numerous competing Sith weakened their common cause. The Rule of Two concentrated power and knowledge into a single master–apprentice relationship.

One to teach and one to challenge

The doctrine required an apprentice to learn from the master, eventually defeat that master, and then train another apprentice. In Bane's reasoning this would strengthen the lineage with each succession. Its structure also institutionalized mistrust and violence within the closest relationship in the Order.

Zannah as the first apprentice

The girl previously known as Rain survived Ruusan and came under Bane's direction. Taking the Sith name Zannah, she became his student and the first designated successor in the new order. Their story demonstrates how the consequences of a war could be carried forward by people who did not belong to its original ruling generation.

Anthropological assessment

The Rule of Two illustrates institutional design through extreme exclusion. By limiting membership and regulating succession, Bane attempted to control rivalry within the Sith. The system produced secrecy and continuity, but also made mentorship inseparable from the expectation of eventual violence.

Did the Rule of Two mean there were only two Force-sensitive people alive?

No. It limited the number of Sith Lords in Bane's chosen organization; the Jedi and other Force users remained.

Historical sequence, material evidence and political authority

Bane's Rule of Two: the historical record

After the Brotherhood of Darkness perished at Ruusan, Bane rejected its numerous competing Sith Lords and remade Sith succession around one master and one apprentice. Rain, renamed Darth Zannah, became the first apprentice. The reform was an answer to the internecine struggles Bane believed had squandered Sith strength.

Anthropological assessment

Bane organized authority through deliberate scarcity. With only two recognized members, training became a relationship of dependence and anticipated challenge. The absence of open armies made secrecy an operating condition rather than a minor custom; it did not mean Sith goals of domination disappeared.
