Naboo's king organizes a settlement on Rori, but his planned agricultural center struggles.
Official colonization and earlier inhabitants
The Naboo officially colonized Rori around 2032 BBY during the reign of King Narmlé. Accounts of earlier visitors disagree, including traditions of spice miners and possible Gungan settlement. The date therefore refers to the royal initiative and should not be taken as proof that the moon was untouched before it. Narmlé planned the settlement named Narmle while exploring the opportunities of Naboo's neighboring world.
An optimistic founding plan
Narmle's founders chose a swamp setting that they believed offered both security and access to resources. Narmlé wanted the colony to support agriculture and produce medicinal supplies. The landscape proved more difficult than anticipated, and the outpost attracted few colonists. Its development did not meet the royal expectations that had justified its creation.
The limits of royal authority
King Narmlé's interests in travel and discovery did not align easily with the demands of the Naboo throne. The advisory council eventually encouraged him to move into another role. His departure did not erase Narmle; later generations retained and altered the colony. This demonstrates a distinction between founding a settlement and managing it sustainably.
Anthropological assessment
Founding stories often give one elite individual credit for a complex process involving settlers, local knowledge, and difficult environments. Rori's contradictory early traditions show why the establishment of an official colony cannot automatically define the beginning of habitation.

Legends · Historical source analysis
King Narmlé's Rori colony
Historical evidence
King Narmlé sponsored a colony on Rori, a moon of Naboo, in an attempt to establish an agricultural settlement. The project struggled. Existing inhabitants and the planetary environment complicate the idea that a monarch's decree equaled an empty frontier awaiting development.
Social implications
A royal colony can claim territory without providing the labor or ecological knowledge needed for success. Colonization combines government policy with settlers' daily work and local relations. Its difficulties reveal the limits of top-down plans, not necessarily the incompetence of all settlers.
