With the New Sith Wars over, Chancellor Tarsus Valorum sponsored the Ruusan Reformations in 1000 BBY. The legislation redistributed government authority, reduced standing military structures, and ended the Jedi's independent wartime army. These changes shaped the Republic's institutions for centuries and helped explain the different relationship among Senate, Jedi, and military forces familiar in the prequel era.
A Republic exhausted by permanent war
The Republic faced economic strain, fragmented member-world loyalties, and the burden of extraordinary wartime powers. The Sith Brotherhood was believed destroyed, and many politicians no longer considered permanent mobilization necessary. Valorum proposed reforms that would address these conditions rather than simply celebrate military victory.
A different distribution of authority
Power shifted away from the chancellorship toward the Senate. Other changes reduced the central military and placed limits on the armed capabilities of member worlds. Judicial Forces took on a role in policing crises without recreating the full wartime fleet structure.
The Jedi demilitarize
The Army of Light was dissolved, Jedi military titles were relinquished, and the Jedi's formal relationship with the Republic was reorganized. The Order increasingly operated under a peacetime arrangement rather than serving as a parallel state army.
Anthropological assessment
Legal reforms translate wartime experience into durable institutional rules. The Ruusan Reformations show how a society attempts to reduce the likelihood of renewed militarization, while also creating new vulnerabilities if its assumptions about future threats prove mistaken.

Did the reforms establish the Republic for the first time?
No. They reorganized an already ancient Republic after a millennium of warfare.

Historical sequence, material evidence and political authority
The Ruusan Reformations: the historical record
After the final Ruusan battle, Chancellor Tarsus Valorum sponsored legislation reshaping the Republic and Jedi. The reforms reduced centralized military power and changed the authority of the Jedi after centuries of emergency government. These political changes should be distinguished from both the battle itself and Valorum's separate accession.
Anthropological assessment
Reforming the Republic meant redistributing the ability to raise armies and claim legitimacy. Reducing military structures can constrain future rulers while leaving local vulnerabilities. The reforms were institutional rather than proof that the galaxy had become permanently peaceful.
