A Republic under bureaucratic strain
Finis Valorum became Supreme Chancellor in 40 BBY. The Republic's democratic machinery represented many worlds and powerful commercial bodies. Its procedures could reconcile interests but also delay urgent decisions. The new administration operated amid growing criticism of corrupt influence and ineffective response.
Corporate influence and formal power
Organizations such as the Trade Federation possessed substantial economic and political influence. Their ability to move cargo and field armed forces complicated the Senate's authority over trade routes. The Chancellor could not simply dictate an outcome without navigating the Senate's laws and alliances.
How the Naboo crisis ended his career
Eight years later Valorum sent Jedi to mediate the Naboo blockade. Palpatine then used the crisis to encourage a vote of no confidence, resulting in Valorum's removal. That later election should not be confused with Valorum's own arrival in 40 BBY.
Anthropological assessment
Valorum's tenure illustrates the difference between holding office and possessing effective capacity to intervene. Public legitimacy depends partly on whether institutions deliver security and predictable legal outcomes.

Finis Valorum becomes Chancellor: history and analysis
What the original story establishes
Finis Valorum assumed the chancellorship of the Galactic Republic decades before Palpatine used Naboo's blockade to unseat him. His office operated within a complex Senate whose procedures were vulnerable to corporate lobbying and disputes among systems. Finis was not Tarsus Valorum, who governed around 1000 BBY.
Anthropological assessment
A political office can be limited by institutional rules even when its holder possesses an impressive title. Valorum's later vulnerability arose within the Senate's structures, not simply because an individual lacked a particular personality. The two Valorums belong to separate historical eras.
Source limits and chronology
Finis Valorum of 40 BBY and Tarsus Valorum of 1000 BBY are separate chancellors. Modern book publication dates and story chronology are not interchangeable.
