Decades of fighting reach a settlement
Legends continues the Imperial–New Republic conflict long after the 5 ABY Canon Galactic Concordance. By 19 ABY Admiral Gilad Pellaeon recognized that the Imperial Remnant could no longer restore the old galaxy-wide system through war.
Negotiators and signatories
Pellaeon and New Republic Chief of State Ponc Gavrisom signed a treaty aboard the Chimaera. The agreement acknowledged the political existence of both governments and sought an end to large-scale hostilities.
The Caamas document crisis
The New Republic nearly fractured over competing claims about the Bothan role in the destruction of Caamas. Disputes about collective guilt created new tensions just as the old war seemed ready to end.
Negotiation beyond battle
The treaty opened new possibilities for trade, diplomacy and choices about planetary allegiance. Neither government ceased existing merely because formal fighting ended.
Anthropological assessment
The treaty illustrates peace as a negotiated institutional order, not simply the absence of battles. Public memory and group blame can threaten a fragile settlement.

Primary-source evidence and limitations
Timothy Zahn's Vision of the Future concludes the Hand of Thrawn story in which the New Republic faces internal division and renewed Imperial pressure. The 19 ABY treaty is a Legends settlement between continuing political authorities, not the Canon Galactic Concordance of 5 ABY. This distinction matters: the two fictional timelines do not share the same sequence of governments, battles, or peace agreements. The publisher's book cover is not an illustration of the signing.

Recognition, rumor and the end of a long civil war
The Pellaeon–Gavrisom Treaty follows a prolonged Legends history in which Imperial factions survive the New Republic's seizure of Coruscant and repeated defeats of major commanders. Grand Admiral Gilad Pellaeon concludes that the reduced Imperial Remnant cannot restore the old Galactic Empire through another war. His negotiation with Chief of State Ponc Gavrisom recognizes two continuing political entities. An armistice or treaty can change the legal relationship between governments without erasing the loyalties and social memories of the people living within them.
Vision of the Future is also a story about the deliberate manipulation of historical testimony. The Caamas document crisis and rumors of Thrawn's return threaten to provoke internal New Republic division when a diplomatic settlement is possible. The publisher's synopsis confirms a scheme that pushes the Republic toward civil war and uses claims about Thrawn's return to rally Imperial forces. It does not reproduce the wording of the signed treaty or resolve every contested document on its own. Exact legal clauses should be checked in the original novel instead of fabricated from a summary.
IDS approaches the agreement as a transition from efforts to eliminate an enemy political organization to mutual recognition under negotiated rules. Political violence may still occur outside the framework of an agreement. Compare the military uncertainty of the 9 ABY campaign with the very different external threat beginning in the 25 ABY invasion. The Legends peace is not the 5 ABY Canon Galactic Concordance, despite a shared theme of Imperial–Republic settlement.
Test the evidence: Does the 19 ABY Pellaeon–Gavrisom Treaty mean the Imperial Remnant instantly ceased to exist?
Source judgment: No. The treaty recognizes the continued existence of separate political authorities. Its significance is an end to the long conflict under agreed terms, not the disappearance of an entire government or population.
