The government and the Jedi move toward open conflict
Daala's policies combined distrust of the Jedi with aggressive uses of police and Mandalorian forces. Her administration had already imprisoned Jedi, supported restrictions on the Order, and ordered coercive action against slave revolts. Senior Jedi concluded that waiting for a change of policy was no longer possible.
A plan prepared by Corran Horn
Jedi Master Corran Horn developed Plan Delta as a means to remove Daala. The Jedi Council approved the operation, while another coalition of political and military figures was preparing its own move against the Chief of State. The existence of multiple conspiracies illustrated the extent of dissatisfaction but also created competing claims to legitimate succession.
Daala is arrested
Jedi operatives entered the Chief of State's offices and detained Daala as separate military and senatorial factions moved to seize control. She was removed from office and imprisoned. The operation succeeded without a prolonged general battle across Coruscant, though it did not resolve the Alliance's wider disagreements.
A three-part executive replaces one office
Saba Sebatyne, Senator Haydnat Treen and General Merratt Jaxton became a Triumvirate representing the Jedi, the Senate and the military. Its structure required cooperation among branches that had previously competed for power. Luke's exile was removed, allowing his eventual return to public leadership of the Order.
The transition does not eliminate authoritarian habits
The removal of one Chief of State did not automatically settle disputes over civil liberties, slavery, armed security or the political place of the Jedi. Daala's supporters still possessed influence. The Alliance's new leaders had to justify their use of extraordinary methods while seeking more stable institutions.
Anthropological assessment
A coup can remove an abusive leader without supplying a complete answer to what makes a new government legitimate. The Triumvirate attempted to distribute executive authority among rival institutions, but its success depended on continued consent and the restraint of those able to use force.

Did Plan Delta restore Palpatine as Emperor?
No. It removed Daala as Chief of State of the Legends-era Galactic Alliance and established a Triumvirate.
