Continuity note: This story is Legends, not Canon. Its Fel Empire, Krayt's One Sith and the Skywalker descendants belong to the published Dark Horse Legacy timeline, distinct from events after the Battle of Exegol.
A common enemy has been defeated
After Krayt's death and the destruction of his open Empire, the surviving political factions could no longer define their unity solely through opposition. The Galactic Alliance Remnant, the restored Fel government and the Jedi needed a durable settlement.
Three traditions share authority
A triumvirate was established with Admiral Gar Stazi representing the Alliance, Empress Marasiah Fel representing the Fel Empire, and Master K'Kruhk representing the Jedi. The structure publicly recognized distinct political and institutional traditions within a shared governing arrangement.

The legacy of Roan Fel
Roan Fel had not survived the final confrontation. Marasiah inherited the responsibility of leading his supporters while working with people who had earlier fought against forms of Imperial government. Public authority thus depended on compromise rather than a complete restoration of her father's former state.
Surviving Sith threaten the peace
Darth Nihl and other One Sith members escaped, seeking to infiltrate planetary governments and survive until another opportunity arose. Establishing a new government did not remove all dangerous actors from galactic society.
Anthropological assessment
The Triumvirate is a compelling case of negotiated sovereignty. Three organizations preserve recognizable identities while sharing public authority, exposing both the possibilities of coalition government and its continued vulnerability to mistrust.

01 · Earlier evidence
The issue #6 description establishes the collapse of the Sith Empire after a combined attack on Coruscant. Military cooperation against Krayt provides the historical background for the new settlement, but it is not identical to a written structure of government.

Legacy Volume II: Empire of One →
The publisher synopsis of the later Empire of One collection specifically names the Triumvirate and Empress Fel while describing threats from Darth Wredd. That verifies that the institution persists beyond the final battle. It does not independently enumerate the three seats: the roles of Marasiah Fel, Gar Stazi and K'Kruhk require the relevant story pages.
Source judgment: Does a publisher synopsis calling the allies a coalition also document the legal structure of the Triumvirate?
Historical correction: No. One source records a military alliance; the other confirms a later governing Triumvirate. Its formal membership requires additional direct narrative evidence.

From wartime allies to shared government
Defeating the One Sith's open Empire did not determine how its opponents would govern afterward. The Galactic Alliance Remnant, surviving Fel loyalists and Jedi had traditions that could not simply be combined by military order. The Galactic Federation Triumvirate represented an arrangement through which these groups retained distinct institutional identities while sharing authority. Its meaning therefore cannot be reduced to the coalition's temporary agreement to fight Krayt.
Marvel's record for Legacy: War #6 documents the collapse of the earlier Sith regime. The later Legacy Volume II material refers to the continuing Triumvirate and threats confronting it under Darth Wredd. The first record concerns victory in war; the later publication supplies evidence that a postwar institution continued. Neither marketing synopsis constitutes a detailed founding charter or an exhaustive roster of powers delegated to each office.
An IDS analysis considers negotiated sovereignty and the difficulties of maintaining authority across former enemies. Military cooperation can exist before a durable political agreement, and hostility can persist after a formal new government is announced. Compare the victory at Coruscant with Ania Solo's later legal difficulties. The new arrangement did not eliminate every threat or make all official accusations trustworthy.
Publisher record: Marvel Comics issue or collection. Original panels are required for precise scene dialogue and claims not supported by the catalog. The fictional year is not the publication year. Analysis of institutions and cultural practice is IDS interpretation.
