The Battle of Ralltiir: Gar Stazi prevents an Imperial atrocity
Ralltiir · Second Imperial Civil War

A financial world becomes a battlefield
Ralltiir was an important financial center of the galaxy. By 137 ABY, its orbital defenses and the Coruscant Third Fleet had become an obstacle to opponents of Darth Krayt. Admiral Gar Stazi led the Galactic Alliance Remnant in an operation against the system. The planned attack had two goals: disrupt the Empire's ability to protect a commercially valuable world and reduce the number of ships available for wider operations. Control of a financial center is political as well as military. The ships and defense stations above Ralltiir represented a government's authority to secure commercial routes.
Former enemies cooperate against the Sith
Stazi's Alliance Remnant and Emperor Roan Fel's Empire-in-exile did not begin as natural allies. Their forces had fought opposite each other during the Sith–Imperial War. Krayt's seizure of the Imperial throne created a common danger, and the allies agreed to coordinate their fleets. Stazi's attack damaged sections of the defenses before the Bastion Second Fleet arrived under Admiral Edouard Fenel. The arrangement offered a useful test of whether military cooperation could endure when the participants disagreed about political legitimacy.
The Coruscant Third Fleet divides
Admiral Peto Kelsan commanded the defending Third Fleet. When Fenel demanded allegiance to Roan Fel, many of Kelsan's officers initially accepted the call. Captain Vaclen Tor, aboard the frigate Steadfast, refused to surrender. Tor's resistance influenced Kelsan to reverse his decision. Kelsan ordered his ships to self-destruct and their crews to abandon them. The conflicting decisions exposed a crisis within the Imperial military itself: the same insignia and officer training no longer established agreement about who was the legitimate emperor.
Stazi protects the escape pods
Fenel threatened to fire upon the escape pods leaving the Third Fleet. Stazi refused to allow the threatened attack against withdrawing crew members. He put his Alliance vessels between Fenel's forces and the escape pods, risking an armed confrontation with a supposed ally. The threatened violence against survivors was distinct from legitimate fighting against operational warships. The standoff could have destroyed cooperation at the moment the anti-Sith coalition most needed it. Emperor Roan Fel eventually ordered Fenel to stand down.
The Steadfast and the meaning of restraint
The surviving Steadfast remained at Ralltiir as a gift from Stazi to Fel. It was a concrete diplomatic gesture rather than a new written peace treaty. By sparing both the ship and the escaping crews, Stazi challenged the assumption that defeating Krayt justified any conduct by his own side. The gesture did not resolve questions about which government should succeed the Sith Empire. It did demonstrate that the Remnant's participation in the alliance would depend on more than obedience to Imperial commanders.
Anthropological assessment
Ralltiir offers a case study in the cultural construction of legitimate command. Kelsan, Tor, Fenel and Stazi all acted inside organized military institutions, but their loyalties conflicted. An order can be transmitted through an accepted chain of command without commanding moral consent. Coalition politics forced the commanders to negotiate the distinction between loyalty to an emperor, loyalty to a government and responsibility toward vulnerable people. It would be unsupported to claim the civilian population of Ralltiir endorsed any of these decisions without evidence about their views.
Evidence and chronology
The confrontation appears in the Indomitable arc of Star Wars: Legacy (2006) #20–21, dated to 137 ABY in Legends. The issue artwork is clearly marked as publication imagery. The article does not invent casualty counts, new dialogue or a subsequent Ralltiir uprising. Its institutional interpretation is analysis of the story, not a claim that the comics contain a formal anthropological discussion.
