An uncomfortable peace within the Republic
The New Republic's Senate had split over how much military and executive power its central government should hold. Leia Organa suspected that organized Imperial remnants were rearming beyond the Republic's ability to respond.
Her parentage becomes public
Political opponents exposed Leia's connection to Darth Vader, damaging her credibility among senators despite her record of resistance and public service. The resulting scandal undermined her influence inside the ordinary legislative framework.
A new protective organization
Leia withdrew from the Senate and organized the Resistance to investigate and oppose the First Order. The group drew on former Rebel veterans and others willing to act despite the Republic's official reluctance to acknowledge a renewed threat.
Anthropological assessment
The Resistance began as a coalition outside the principal state institution. Leia's loss of formal political legitimacy also reveals how family lineage can be weaponized against an individual's public record.

Did Leia create the Resistance because the First Order had already destroyed Hosnian Prime in 28 ABY?
No. She organized it before the 34 ABY destruction, in response to the growing First Order threat.
Explore three perspectives:
From senator to independent opponent of the First Order
Leia's political position becomes untenable when her biological connection to Darth Vader is publicly exposed during New Republic politics. In the broader story of Bloodline, the Senate's division and resistance to confronting the First Order shape her decision to organize outside its existing command structures.
Leia's work is not a universal decision by the entire New Republic government. An organization can gain support from individuals while lacking full formal authorization from a state. Her loss of reputation also shows how information about ancestry can be used politically even when it says little about an individual's own actions and commitments.

Political opposition before open galactic war
Leia Organa's creation of the Resistance preceded the destruction of the Hosnian system. Claudia Gray's novel Bloodline places her in a divided New Republic Senate, where bitter rivalry and incomplete intelligence hinder action against threatening networks. Her exposure as Darth Vader's daughter damages her political standing and makes the difference between a public office and personal reputation central to the story. Lucasfilm's interview with Gray identifies the novel as a bridge between Leia's senatorial career and her subsequent leadership of an independent Resistance.
This sequence should not be treated as a decision by the entire New Republic to go to war. Leia built a small organization partly because the Senate had not committed itself to opposing the First Order. The New Republic Databank describes the government's demilitarization after the Galactic Concordance and its skepticism toward Leia's warnings. A resistance movement and the elected central government could therefore exist at the same time without sharing the same military policies. The political setting matters for the later inability to defend Hosnian Prime.
IDS analyzes how a political actor can lose formal institutional trust while still assembling a network of supporters. This interpretation does not establish the motives of every senator. The Hosnian destruction traces the devastating consequences of First Order escalation, while the evacuation of D'Qar shows the precarious material resources of the movement Leia organized.
